“Hetq”: Prosecutor’s Office Challenges Auction of Former Kindergarten Acquired by Gurgen Arsenyan’s Company

The Prosecutor’s Office of Tavush Province has applied to the Anti-Corruption Court, demanding that the auction of the building of former Kindergarten No. 9 in Dilijan be declared invalid and that the property be returned to the community. This is reported by “Hetq.”
On September 22, the Prosecutor’s Office filed a lawsuit against the Dilijan community, “Arsoil” JV CJSC, and Gurgen Arsenyan. The lawsuit demands that the auction of the former kindergarten building located at 37 Gayi Street in Dilijan be declared invalid, that the legal consequences of its invalidity be applied, and that the property be reclaimed from unlawful possession.
“Arsoil” JV CJSC was founded in 1997. The company’s founder is Gurgen Arsenyan, who is currently Armenia’s Ambassador Extraordinary and Plenipotentiary to the Russian Federation. The Armenian-Cypriot joint venture was engaged in the import and wholesale trade of tobacco products. According to “Hetq,” the company is currently temporarily inactive.
The Prosecutor’s Office told the media outlet that the lawsuit was filed based on the results of a study conducted within the framework of protecting state and community interests.
By a decision dated October 2, the Anti-Corruption Court accepted the statement of claim for proceedings and applied an interim measure to secure the claim with respect to the property. In particular, actions that could change the actual or legal status of the property have been prohibited, including its alienation or mortgaging.
The court’s decision does not yet mean that the auction has been declared invalid. The property’s future will be determined as a result of the court proceedings, through a final judicial act concerning the demands presented by the Prosecutor’s Office.
