“Hraparak”: Officials’ Businesswomen Wives — Where They Work and How Much They Earn

Among the issues most discussed by the newly established government following the 2018 change of government was the fight against corruption and abandoning the system of patronage - getting jobs through relatives, acquaintances, and friends. However, shortly afterward, it became clear that the same vicious practices of the past were continuing with the same intensity and scale under the new authorities as well, and that this fight was merely an imitation.
We studied the information published in official sources and singled out the positions held and remuneration received by officials’ wives. This time, we present information concerning the wives of representatives of the Government of the Republic of Armenia.
Prime Minister Nikol Pashinyan’s Wife
Anna Hakobyan has been the executive director of the “My Step” Charitable Foundation since 2018. Back in 2018, many politicians raised concerns that this was classic corruption: the prime minister’s wife could not head a foundation, collect donations from businesses, receive donations, and operate on equal terms with other foundations. Simply put, various individuals make these donations only because she is the prime minister’s wife, and as a result, they may receive privileges and indulgence. And despite the fact that this issue was repeatedly raised and numerous pieces of evidence later confirmed it, the Civil Contract party remained unwavering: the foundation continued to operate under the leadership of the prime minister’s wife. Even the legislative prohibition on making charitable contributions to her during the pre-election period did not apply to her.
In 2025, Anna Hakobyan received AMD 21,758,993 in salary from the “My Step” Foundation. Hakobyan also received AMD 3 million in salary from “DARESKIZB” LLC (this is the company behind the “Haykakan Zhamanak” website, which belongs to Pashinyan’s family).
Deputy Prime Minister Mher Grigoryan’s Wife
Anna Grigoryan does not have any officially registered employment, but this does not prevent her from having a stable income. Grigoryan has a USD 500,000 deposit at Ardshinbank CJSC, from which she received USD 16,816 (approximately AMD 6,186,000) in income during the previous year. By the way, in 2025, Grigoryan spent AMD 18,642,000 on the renovation of real estate.
Deputy Prime Minister Tigran Khachatryan’s Wife
Gohar Khachatryan also has no officially registered employment, but she has four deposits with a combined value of USD 31,500. G. Khachatryan received AMD 400,000 in income from the deposit.
Minister of Labor and Social Affairs Arsen Torosyan’s Wife
Vardanush Tevanyan works as the director of “MIBS” LLC. She also owns a share in the “MIBS” Medical Center and has leased property to the center. Tevanyan received approximately AMD 70 million in income from the center, of which AMD 59,175,000 was salary, AMD 5,400,000 was income from leasing property, and AMD 5,388,000 was income received from her ownership share.
Minister of Environment Hambardzum Matevosyan’s Wife
Ani Buniatyan is a lawyer by profession and works at “LUSITEK.” She declared AMD 600,000 as income received for her work.
Minister of Territorial Administration and Infrastructure Davit Khudatyan’s Wife
Ashkhen Khachatryan works at “MASTER MED” Medical Center as chief accountant. During the previous year, Khachatryan received AMD 4,405,000 in salary.
Minister of Foreign Affairs Ararat Mirzoyan’s Wife
Gohar Abajyan works at the Investment Support Center—“Armenia Enterprises” Foundation—as a program manager, and at “NVIDIA Armenia.” Abajyan’s annual income amounted to AMD 28,320,000, of which AMD 15,490,000 was received from the foundation and AMD 12,830,000 from “NVIDIA.”
Minister of Economy Gevorg Papoyan’s Wife
Anna Torosyan works as a history teacher at Yerevan Secondary School No. 46; we learn this from Gevorg Papoyan’s declaration submitted to the Corruption Prevention Commission. However, Anna Torosyan’s declaration contains no mention of her employment at the school, presumably because she is still on childcare leave. Torosyan declared AMD 450,000 in income, which she received from the Ministry of Labor and Social Affairs as a childcare allowance for a child under two years old; she received AMD 1,593,000 as rental income from property, and USD 1,433 from a deposit. She has USD 33,135 at Fast Bank.
Minister of Defense Suren Papikyan’s Wife
Armine Muradyan received AMD 13,094,000 in salary from the Armenia Territorial Development Fund last year. Muradyan received another AMD 5,180,000 from the Unified Social Service.
Minister of Finance Vahe Hovhannisyan’s Wife
Inesa Revazyan received AMD 2,470,000 from “Kvadrum” architectural office as remuneration for her work, and AMD 266,000 from “Dream Box” company.
The declarations submitted to the Corruption Prevention Commission by the newly appointed Minister of High-Tech Industry, Davit Tadevosyan, as well as by his family members, are not yet available. We will present them in the future.
Thus, the highest income during the previous year was received by Arsen Torosyan’s wife, Vardanush Tevanyan, at approximately AMD 70 million.
