The property of “Nairit 2” Was Sold for Around 60% Below Its Assessed Value

The legality of the forced sale of property carried out by the Compulsory Enforcement Service of the Ministry of Justice of the Republic of Armenia was examined under the supervision of the State Supervision Service.

The inspection found that in 2025, during the sale of property belonging to the 100% state-owned “Nairit 2” CJSC, with an assessed market value of AMD 420.8 million, a decision to suspend the enforcement proceedings and a proposal to the company to apply to the bankruptcy court within 90 days, given the existence of grounds for bankruptcy, were sent to the wrong address. As a result, the company was deprived of the opportunity to properly carry out the actions prescribed by law within the stipulated period.

In addition, the public notice for the compulsory electronic auction contained inaccurate information concerning the property being pledged as collateral and the transfer of liabilities amounting to AMD 6.07 billion to the new owner.

As a result of abuse of official powers and violations of the bidding procedure, incomplete information regarding restrictions on the property limited the actual opportunity for other persons to participate, and the property was sold at auction for AMD 167.8 million, around AMD 250.0 million below its assessed value.

In connection with the reported incident, a crime report was submitted to the Prosecutor General’s Office, and criminal proceedings have been initiated.
