"Pastinfo" studied the declaration of assets, income, expenses, and interests submitted to the Corruption Prevention Commission, reflecting the assets, income, expenses, and interests of Arsen Torosyan as of the day he terminated his official duties in 2021, and compared it with his 2025 declaration.

Increase in Income

According to the published data, in 2021, the total income of Torosyan, his minor family members, and persons under guardianship or trusteeship amounted to 12 million 843 thousand drams. In 2025, this figure had already reached 28 million 955 thousand drams, nearly doubling.

Real Estate

In his 2021 declaration, Arsen Torosyan listed two real estate properties: one in Yerevan's Nor Nork administrative district and the other in Tsaghkadzor. Both were held under joint ownership. In the 2025 declaration, three real estate properties are listed. The previous two properties remain, but one of them the property in Tsaghkadzor changed from joint ownership to Torosyan's sole ownership.

In addition, in 2024 he acquired another real estate property in Tsaghkadzor, which is fully owned by him.

Vehicle

A change was also recorded regarding the vehicle. In 2021, Torosyan declared a 2017 BMW automobile. In the 2025 declaration, a 2022 TESLA is listed instead.

In the 2021 declaration, Torosyan did not report any loans provided or repaid, nor any bank deposits. In 2025, however, loans are already listed in the declaration. He received loans of 15 million 750 thousand drams and 1 million 750 thousand drams from "Tsaghkadzor Park" LLC.

In the 2021 declaration, Torosyan reported bank account balances of €10,360, $12,177, and 1 million 46 thousand 49 drams. At the end of 2025, the listed bank account balances were $79, 10 million 270 thousand 664 drams, €18, 11 thousand 581 drams, and €2,376. In addition to funds held in bank accounts, in 2025 Torosyan also declared 3 million drams in cash, whereas he did not declare any cash in 2021.

Loans and Expenses

As of December 31, 2025, the outstanding principal amount of loans and borrowings received by Torosyan amounted to 15 million 229 thousand 337 drams. Expenses directed toward loan repayment in the same year amounted to 2 million 179 thousand 688 drams.

Business and Connections

Torosyan's 2025 declaration also states that he is the director of "Mibs" LLC. His wife, Vardanush Tevanyan, holds a 10% participation in the company.

Contracts

The declaration also contains a separate section concerning contracts concluded with the Republic of Armenia or communities that exceed 5 million drams or the equivalent amount in foreign currency. According to the data provided in this section, the total amount actually paid under these contracts amounted to 337 million 155 thousand drams.
